House Bill Collapse Could Signal Imminent Shutdown

(SaveAmericaNews.org) – A government shutdown is all but certain after the House rejected a short-term spending plan on Friday that was intended to keep the government operating through the September 30 deadline.

Speaker Kevin McCarthy’s (R-CA) continuing resolution (CR), which includes considerable border security provisions to appease wary conservatives, failed 198-232.

The bill, which would have extended government financing for 30 days, was opposed by twenty-one Republicans.

McCarthy is anticipated to discuss a course of action with his fellow Republicans in a meeting on Friday afternoon.

Changes from the prior schedule: votes are likely on Saturday, as Majority Whip Tom Emmer (R-MN) informed colleagues.

In the meantime, the Senate is still negotiating how much money to add for border security and assistance to Ukraine.

The main parties involved in such talks are a few Republicans and independent Kyrsten Sinema (I-AZ), who is a member of the Democratic caucus.

There won’t be any expenditure cuts under the House CR during the anticipated 47-day Senate CR.

Many conservatives oppose adding extra funding for border security in the absence of reforms to current laws, arguing that doing so will slow down the processing of the migrant inflow and exacerbate the situation.

Given McCarthy’s vulnerable position within his caucus, Senate negotiators started working hard this week.

On many fronts, the Speaker must contend with extremists, including those against CRs in general.

The rejection of today’s package, which increased border security, reduced expenditure, and withdrew financing for the conflict in Ukraine, raises questions about whether McCarthy can find the ideal combination of compromises to win approval with just Republican support.

To win over Democrats, McCarthy cannot present a CR that softens his stance on those issues without creating new concerns that could prove disastrous for his speakership.

Rep. Matt Gaetz (R-FL), a critic of McCarthy, has frequently pledged to file a motion to remove McCarthy from office if he introduces a CR of whatever kind.

Without making significant compromises, Democrats have made it clear that they would not unite with what is anticipated to be the majority of the Republican conference to save McCarthy’s speakership.

It is said that Gaetz is contacting Democrats to request assistance in removing McCarthy.

Following the House vote’s failure, the Senate reclaims the proposal, albeit it’s still uncertain how to proceed.

The Senate cannot vote on final passage of its CR before Sunday, the first day of a shutdown, unless there is unanimous agreement to expedite the process.
